It all depends on what your goals are and what your philosophy is. Some people here say that you should bulk first, then cut, while others it is the opposite. For me personally, I want to get down to my body fat percentage goals before I start bulking.

This is a personal decision and nobody but you can determine the answer. Having tried various combinations of cutting and bulking and whatever else over the years, I wouild say that the best thing to do is reach the low bodyfat that you want, and VERY GRADUALLY and evenly introduce calories to give your muscles more energy. This is not really a bulking phase - bulking/cutting in the classical sense is rather passe. Yes, people will fluctuate up and down, but the old school mentality of getting fat, then ripped, then fat, then ripped, is a poor approach for most people; they'll spend most of the time fat. Plus, it's not healthy.
Get to the BF that you're happy with, and then introduce more calories, aiming to keep fat gain at a minimum. Don't allow too much fat to get on you. If it is, cut back calories again. A more measured consistent approach like this is preferable IMO.

Those sure do look like great measurements you have. Above average. How is the relaxed waist measurement and height? Hard to give recommendations without pictures or more info.
