Apologies for not using the form, I thought this one was so simple it didn't merit it.
I currently have my profile set to be non-public. I assume this means that only my buddies can see it. Unless I am missing something, someone can become my buddy by simply requesting it. At least, I haven't accepted any buddy requests and I have 4 buddies already.
I would like to control who can become my buddy.

Check your Account Prefrences: is the option "Allow anyone to add me as a friend?" checked? If so, you'll want to uncheck it to prevent people from adding you as a buddy without your authorization. If that box is NOT checked and people are able to add you as a buddy without your permission, you've found a bug and should report it on the bug forum.

I think this option could be labelled more explicitly. I assumed it was like on Facebook where you can disable the ability of people who have found you in the search index to send you a friend request, and I thought that by checking that box, I was allowing people to send me friend requests. Could it be changed to "I want to review all friend requests" or something similar?

This feature has been implemented, text has been changed to be more descriptive of function.
