The question:
Can I improve my cycling ability while in a caloric deficit?

No, I'm not talking about cardiovascular health. I'm in tip top shape in that department. The problem I have is with the muscular leg strength demanded of sustained, long distance cycling.

I'm in a period of my bulk where I switched to a cut period briefly and I want to know if I can still get better at what I love without having to eat over maintenance.

Sounds like you're trying to have your cake and eat it too a little bit, bro.

Sustained/Long Distance cycling does demand strength but it's more about endurance isn't it?

In theory, you should be able to keep if not increase your strength by keeping your protein intake adequate and ensuring you are doing complex exercises that will fatigue the muscle instead of tear them down.

What kind of training are you doing to supplement your cycling efforts?

I lift yeah, but I don't do a whole lot on legs because of my hamstring tendonitis. i've been working front and back squats back in. but you're saying just keeping cycling and I will improve regardless of deficit or surplus?
