I heard through talks at my local gym that while taking ALC you should be carb-restricted and while taking allpha lipoic acid you should have carbs. Is this correct?

My question stems for the fact that I take ALC before cardio in the morning and afterwards I eat a PRO/FAT meal. Lunch on the other hand I'm eatting PRO/Carbs (chicken/rice/veggies) so should I be taking ALA and not ALC? does it really freaking matter? :)

AFAIK, in simple terms, the highest levels of ACL are found in tissues that use fats as their main fuel source whereas ALA takes glucose from the blood and takes it to the muscle.

So if you're cutting, and you so wish to use ALA, I would take it pre and post workout. If you wanna use ACL I would use it when your main source of energy is fats (CHA diet, Anabolic Diet, etc).

By the way, a quick google search will probably be able to tell you a lot more than what I've written here. :) I've only touched on some of the simple facts regarding both.

L-Carnitine is more useful as a supplement for brain function. If you want a supplement more geared for muscle then you should be taking GPLC Carnitine. Taking it before the workout helps more with development and taking it after helps more with recovery.
