No, I don't believe that you can spot reduce fat!
But, it seems that you can spot reduce muscle. I've been cutting for almost 6 months. My legs have always been more muscular compared to my upper body, so during this cut I focused all my weight training on my arms/chest. I ignored the little voice in my head that said my training should not focus on exclusive body parts.
Yesterday, during my morning 'check myself in the mirror' routine, out of curiosity I turned around. Whoops! My ass is this wierd combination of being flat, yet having rolls at the same time. You'll have to trust me on this one - I'm not planning on posting pics :o
I'm not too concerned about it, but it's a lesson learned that I wanted to share. Working your whole body is important.
