I do morning fasted cardio. I weight train around 6:00 p.m. I go to bed at 9:30 or 10:00.
What is the best way to formulate a post work out meal if I am trying not to eat within 2-3 hours of going to bed and I am trying to limit starchy carbs at the end of the day through carb tappering?

You should eat before you go to bed. Make sure you are getting protein and fat. However, you should have carbs and protein after any resistance training workout, regardless of when your bedtime is.
6pm workout
7pm PWO shake or meal (pro/carbs)
9:30-10pm cottage cheese and fish oil caps
