Been about 2.5 since I was done, ran the ticker up to 155 at most, my RHR is 57-60, I'm humming along at around edit:68 bpm right now. (Thought it was 90, was lazy so I got my exercies bike to test it for me, didn't wait for it to stabilize I guess.)
Normal? Overtraining?

Dunno.
For me, mines back to normal right after I do a "cooldown".
No resting elevation later on. Although certain foods, I've found, will elevate my heart rate.
"Overtraining"? you ask....
Possibly. Quite possibly. Quite very possibly.
But there are other factors involved as well...

The time it take has to do with the exercise intensity. If you do LISS cardio you cat get back to a little above resting quite quickly if you rest after the LISS. How fast depends on what sort of cardio shape you are in. If you have a high lactate threshold, the recovery is usually a lot faster than otherwise.
If you do an big long high intensity workout it can easily take more than a day to get back close to resting, some research reports even 48 hours to really get back to resting.

If I do cardio at 85% MHR(155-160bpm) for one hour my HR will be 65-70 15-20min after my training. If I´m siting. I always use a heart rate monitor when training and often check this after I´m done.
If I´m resting in bed my HR is 42-45, if I sit 55-60, if I stand 70+. So it´s a little bit higher 15 min after the training..but not much.
But, I think, the next day in the morning there is no difference at all in my case.
If your resting HR is much higher than normal it might be overtraining. Also if you discover when training that your LT is lower than normal it is typical overtrainig and you need a few days extra rest.

I have just recently started running longer distances and I notice an elevated heart rate for 6-10 hours after my workout.
As of December of last year I maxed out at .4 miles (first try at running in some time) on a treadmill. Now I am running 6.5-6.7 miles in 1 hour on the treadmill. After one of these workouts I go to bed and it feels like my heart is churning. But by morning it is back to normal.
