Absolutely. Even elite athletes who have access to a plethora of methods to improve their recovery ability, have scheduled periods of total rest built into their training schedule. I'm not sure that you need to have a set schedule though. I just listen to my body .... sometimes I take a week off after only 4 weeks of training, whereas at other times, I've trained continuously for 6 months plus before taking a week off.
