Is swimming a good form of cardio-vascular exercise? Specifically, does it burn fat efficiently and tone muscle? Thanks.

Absolutely.
I'd say it's one of the best forms of cardio.

Getting a six pack is achieved by keeping your diet in check and reaching low body fat, normally under 10%. As long as that is taken care of, you could swim, walk,lift, bike,etc and get one.

I am not so sure about swimming... I mean I really have a hard time working up a good sweat!

Make sure you vary your swim methods. I got stuck at a motel for 60 days and the fitness room sucked. thankfully the clerk opened the pool area for me early 5:00 AM each morning. I would do laps. American Crawl, Back Stroke, butterfly.. I worked every muscle and did pretty well during the stay. Get a good set of swim goggles, they make a big difference too.
