I didn't notice the sticky announcement at the top of every forum until a little bit ago. I don't know if its banner blindness, or the slightly off-color blue background, but for some reason I just didn't see them!

I think it used to be a little more clear in the old style. It looks a lot like part of the title to me, which I'm used to ignoring. However, with the yellow caps it's hardly invisible. It would be easier to notice if it had the grey background like all the other clickable areas.
