How would a routine for training the Olympic lifts (clean & jerk etc) differ depending on whether you are training for competition or for some other sport where you want to use the O-lifts to enhance explosiveness?

If you were training for a weightlifting competition, you'd train both the full lifts and exercises that aid them -- overhead/front/back squats, good mornings, snatch/clean pulls, snatch balances, lifts from blocks, etc. as well as less specific general conditioning exercises. You'd use some sort of periodization and most likely taper for the meet. This doesn't take into account the hundreds of hours you'll spend perfecting form and timing.
If you're an athlete, you'd just train the power clean or a high pull. When you use an Olympic lift for athletic training, you're really just focusing on a strong, rapid hip extension. The hips are where most of the power comes from in any explosive or jumping type movement. The high pull is the most basic component which almost solely trains the hip extension and may be more beneficial than the power clean because it doesn't have the complication of racking the barbell.
