hi im new at this i hope any one can help i was 20 stone last year now im 15 stone and about 17% fat but i a lot have excess skin around my abs area please could some one help im doing about 45 mins cv work every day

What you're experiencing is very common to folks who undergo drastic weight loss. You didn't build up to that weight in a year, I'm assuming, so it's gonna take longer for your body to adapt to the reduction. Your skin is incredibly elastic and will return to a non-sagging state eventually, it's just going to take some time. You're constantly exfoliating dead skin cells and have got a few billion of the old "fat" ones from your midsection to go through before the new skinny ones underneath make it to the surface.
Make sure you're getting enough vitamin A, all of the B vitamins, vitamin C, and iron in your daily diet. They're all supposed to help your skin stay smooth and, inferrably, elastic.

Finally, as RTE said, incorporate weights into your exercise routine if you haven't already. Building muscle will help catch up to the skin as it slowly returns to form and will get you a tighter midsection faster.
