Hello, I do around 100 pushups a day (5 sets of 20 = 100). The push ups help build the triceps and chest right? Because my chest is getting hard and thats a good thing! :)

And I have fat on my thighs and quads. I don't know what to do to cut the fat. I have to buy new pants because I've lost so much weight (went from a 38 waist down to a 33 or 34 waist). I've seen some pants I want to wear and they fit perfectly. However, my thighs are a bit big and doesn't look right. It looks a bit tight (not too tight or anything). I'm doing a lot of cardio to cut the fat from the legs. And will doing cardio (walking & jogging/running on treadmill for 30 mins, stairmaster for 15 mins, bike 10 to 15 mins) also build muscle on the thighs?

You can't spot reduce, of course -- lower the amount of fat in a specific place on your body by doing a particular exercise or cardio activity. You can only lose fat from your entire body through a calorie deficit, whether that means you are eating less than your body needs to maintain itself or burning more calories for energy than your body has to spare. If you lose enough fat, then the fat on your legs will also disappear. However, if the first place fat tends to store on your body is your legs, it will be one of the last places to lose fat.

Cardio can build muscle on the legs, if it's high intensity, such as sprinting or weight training. Walking, jogging, and running won't build any appreciable amount of muscle because your legs don't need to deal with a large amount of force, such a your body accelerating itself very rapidly or moving a lot of weight in addition to that of your body.
