Well, unfortunately, its tough to shrink muscles. But there are ways. Do you still run track and field? That would make it hard. Sprints, and short but fast duration type exercises (high jump, etc) tend to build leg muscle.
The two ways to lower the muscle definition is:
1. Go on a cutting diet and work towards a lower body fat %.
2. Do long duration running. Like you are training for a marathon. Long duration running has shown to actually destroy muscle. So, if you can get up over an hour per session or longer, they will go down the longer you run.
Don't workout your legs much either.
I would try to have your body fat analyzed and see how low you are and if you could lose some that way. Then, if you like to run, start running like you are training for a maration. It will be tough, but it can be done.

The healthy range for women is 14% to 31%. Athletes are more down towards 14%. 31% range is the upper limit of healthy. Cutting it down to around the lower 20% range would be a good goal.

Please don't purposely try to lose leg muscle, that would be a bad idea and not give you what you are looking for.
Based on what you've said, I *THINK* you will achieve what you are looking for by cutting down to ~20% bodyfay, 1 or 2lbs a week, while pursuing a weightlifting/cardio/clean diet routine.
After about 8 weeks you should be very, VERY happy with your appearance (keep in mind this is all without seeing any pictures)
