Westside Training is supposed to be great for strength gains. I've never used it because I can't do a lot of the really important lifts in my basement w/ low ceilings. But, I want to try it someday.
Periodization routines work great for strength.
Check out the new Men's Health Muscle for a periodization workout called "The Greatest Workout Ever" It really is supposed to be great.
Also, make sure your diet is keyed in and you are eating enough.
